Records, 1867-1989. 105.50 linear feet.

Abstract

The state of Michigan incorporated the city of Holland in 1867. The city Clerk is charged with keeping the records for the city: keeping track of official correspondence, acting as recorder for the various boards, overseeing elections, and carrying out city business. Contains: early election returns, statement of tax rolls, and reports to the common council (1867-1882). Minutes of City Council meetings, 1892-1976; Holland Board of Review records, 1937 to 1987; Manager's files, 1951 to 1969. The manager worked extensively with the different departments of the city, and his files touch many of them. The most complete are those pertaining to the construction of the Holland Civic Center, of which the manager was deeply involved. Also of interest are the preparations for the Dutch Queens visit in 1952; Box 33 contains portraits of all the mayors of Holland from Isaac Cappon (1867) to Philip Tanis (1987). City Ordinances are in numerical number; Files of the bicentennial commission were placed in the clerk's office. The committee (1975-1977) arranged for the 200th anniversary celebration in 1976. Their minutes, radio scripts, and special project notes are included here; Bound versions of Board minutes. They include the Common Council (here the researcher can find the 1870s and 1880s not available in the files), the Police and Fire, Hospital, Park and Cemetery, Board of Review, Board of Appeals, Library Board, Charter and Ordinance Books, and several Scrapbooks.

History

The state of Michigan incorporated the city of Holland in 1867. The city Clerk, first known as a recorder, had the job of keeping records for the city. The job expanded with the city, and became known as the Clerk. The Clerk kept track of official correspondence, acted as recorder for the various boards, oversaw elections, and carried out city business. It fell to the Clerk to move information within Holland's government, and to communicate with individuals and corporations outside.
As the tasks of the city Clerk grew, the office grew, with the addition of a deputy clerk was added, as well as secretarial assistance. The position of the Clerk evolved, most notably in the early nineteen fifties when the city adopted a new charter to become a City Manager style of government. At the end of the decade (1960), then Clerk Donald Schipper listed the duties attached to his position. These included clerk to the City Council, Board of Public Works, Library Board, Hospital Board, Board of Zoning Appeals, and the Board of Review. He also acted as the custodian of official records, the issuing agent of business licenses, organizer of elections, and municipal purchasing agent.

Scope and Content

The records of the City Clerk contain important records for the city of Holland, and reflect the many aspects of the Clerk's job. The Table of Contents is intended to help locate series within the collection. The first series (I) contains all unbound records prior to 1880. (II) contains all the unbound City Council proceedings (subsequent to 1892). The hospital board (III) contains bound and unbound minutes. (IV) contains the Board minutes which came filed together. Bound reports mostly of a financial nature, then settlements, budgets and audits are contained in (V). Manager's files are contained in (VI). (VII) contains the city's correspondence, and mayors' portraits. (VIII) has the information about the Charter and ordinances, with several Boards that were filed separately from the others by the Clerk's office. (IX) is the Bicentennial Box, with the information from the Bicentennial Commission. (X) contains miscellaneous Clerk's files. (XI) contains bound reports and several scrapbooks.
Series (I) contains the earliest records in the collection, covering 1867 until 1882. These years are not completely extant, with very little from 1874 to 1882. Of particular interest are the early election returns, statement of tax rolls, and reports to the common council. All files are chronological.
Series (II) The largest series is the Council Proceedings. These include the minutes of City Council meetings, as well as relevant documents. They span the years 1892 through 1956. Of interest within this series are the signatures of President Taft (Jan-April 1909) and President Wilson (Sept 1919). Several committees reported directly to the council, among them the Committee on the Poor. Their reports are included here. All files are chronological. Bound minutes from 1867 to 1955 can be found at the end of the collection.
Series (III) The Board of Health and Hospital Board minutes are also included within the collection, they are chronological. One volume of Bound minutes is at the end of the collection, the rest are with the boxed.
Series (IV) The Board of inspectors, Park and Cemetery Board, Public Safety (the old Police and Fire Board), and the Traffic Safety Board follow. The Holland Board of Review records are extent from 1937 to 1987. The Board of Review files include the minutes, schedules, and notification letters. Files are separated by Board, and then listed chronologically.
Series (V) The next series is a variety of bound reports, then the annual settlements. After the settlements are the city budgets. The budgets can be found in unbound (file) form, as well as bound copies. The bound copies are filed after the unbound copies. After the budgets come the audit reports, first of various departments, then of the city itself. The departments are listed alphabetically. Within each section, whether budgets, settlements, or audit reports; the files are chronological.
Series (VI) The Manager's files are next. The bulk of these files are from 1951 to 1969. The manager worked extensively with the different departments of the city, and his files touch many of them. The most complete are those pertaining to the construction of the Holland Civic Center, of which the manager was deeply involved. Also of interest are the preparations for the Dutch Queens visit in 1952. The manager's files are alphabetical.
Series (VII) The Correspondence boxes are the most eclectic aspect of the collection. To understand their organization, one must know the city clerk originally filed these five boxes in two parts. The two, which contain the same character of material, do not have any clear date of delineation. The nature of their division is noted on individual folders, however. "Correspondence" is the first half, generally earlier in date. "Correspondence II" is the second half, generally later in date. The signature of Gerald Ford, then representative, can be found in the file "F." The files contain the daily correspondence of the clerk's office, matters pertaining to birth and death records, interaction with the state of Michigan, and inquiries by and of the city. These files are alphabetical, with "Correspondence" always preceding "Correspondence II." At the end of the Correspondence files, in box 33, are portraits of all the mayors of Holland. All mayors are present from Isaac Cappon (1867) to Philip Tanis (1987).
Series (VIII) The city ordinances are part of the collection, with the early ones written by hand. Ordinances are in numerical number, not chronological (there is a difference). The bound publications of ordinances are filed chronologically. The charter amendments are grouped by whether they carried or failed (a city hall choice), and the published charters are chronological. There are some misc. files at the end of the ordinance/charter box which include the playground commission, and those of the fruit and orchard inspectors.
Series (IX) contains the files of the bicentennial commission. The committee (1975- 1977) arranged for the 200th anniversary celebration in 1976. Their minutes, radio scripts, and special project notes are included here.
Series (X) Contains information about the annexation procedures dealing with expanding the city and school district which took place in 1956-1957, including the petitions, and the commission notes.
Series (XI) contains the bound Board minutes. They include the Common Council (here the researcher can find the 1870s and 1880s not available in the files), the Police and Fire, Hospital, Park and Cemetery, Board of Review, Board of Appeals, Library Board, Charter and Ordinance Books, and several Scrapbooks. These bound minutes are the most complete, official record.
