NUSTAR Cebu in 2026: Skydeck, Two Hotels, the Casino and Where to Eat
The biggest gaming floor outside Metro Manila, four restaurants worth the trip, and a blue-hour view across the channel to CCLEX.
NUSTAR is worth an evening even if you never sit at a table. Since 2025 the resort on Kawit Island has been two hotels, a casino, a four-level mall and a boardwalk on the Mactan Channel, and in February 2026 it added a Skydeck at the top of NUSTAR Hotel for ₱500. Come at blue hour, walk the boardwalk, go up for the view, then eat. The third tower, Grand Summit, is still under construction and now aimed at mid-2027.

The ultra-luxury tower opened on 8 May 2025, with butler service and three villas with private pools. Its launch rate started at ₱12,750 a night.

Opened 1 February 2026 at the top of NUSTAR Hotel, more than 100 m above the sea, with a glass walkway. 1 to 10 PM weekdays, 11 AM to 10 PM weekends.
Mott 32 to Texas Roadhouse
A four-level mall with Mott 32, Xin Tian Di, Il Primo, Umishō, Yeonwha and a 580 m boardwalk on the water. Il Corso is a walk away.
Third tower, 2027
The convention tower is under construction, now targeted for mid-2027, which would take the resort to nearly 1,000 rooms.

What NUSTAR Cebu is now
An integrated resort by Universal Hotels and Resorts, part of the Gokongwei group, opened in May 2022 on reclaimed land at the South Road Properties. It now runs as five parts: the casino, Fili Hotel (379 rooms), NUSTAR Hotel (223 rooms and suites, opened 8 May 2025), the Mall at NUSTAR and the boardwalk. GGRAsia counted about 600 rooms in May 2026. Grand Summit, the convention tower, would take that to nearly 1,000.
NUSTAR Skydeck
The Skydeck opened on 1 February 2026 at the top of NUSTAR Hotel, more than 100 m above the sea, with a glass walkway. The introductory ticket was ₱500 nett for one entry. Hours are 1 PM to 10 PM on weekdays and 11 AM to 10 PM on weekends. Go just before sunset and you get the channel, CCLEX and the city lights in one visit.
The casino
A two-level floor of 21,000 square meters, open 24 hours. The 2022 plan for the finished resort was 1,500 machines and 500 tables; the operator’s own page now lists 1,000 slot machines, and GGRAsia reported 180 tables and 830 slots in May 2026. Entry is for 21 and over. Government officials and employees and members of the AFP and PNP may not play, and PAGCOR self-exclusion is available. The NUSTAR Rewards card is free.
The two hotels
Fili Hotel, the first, is the five-star with Fili Café, a lobby lounge and a ballroom for up to 324 guests. A rooftop leisure deck with pools and cabanas is replacing the water park that was shelved.
NUSTAR Hotel is the ultra-luxury tower: 26 floors, rooms from 52 sq m, suites up to 225 sq m and three villas with private pools, with a butler for every guest. Its opening offer started at ₱12,750 a night in 2025; current rates are on the hotel site. In September 2026 it received One MICHELIN Key, the only Key hotel in Cebu and one of nine in the Philippines.
Where to eat at NUSTAR
The current dining list runs from Mott 32 and Xin Tian Di for Cantonese, Il Primo for Italian steak, Umishō and Koshima by Nonki for Japanese and Yeonwha The Premium by Kaya for Korean, to Texas Roadhouse, Good Luck Hot Pot, Lemon Grass and Abaca Baking Company in the mall. Bars include Axis and the lobby lounges.
Getting to NUSTAR
Kawit Island sits at the South Road Properties, about 15 minutes from downtown Cebu City by car outside rush hour and roughly 30 minutes from Mactan-Cebu airport via CCLEX. Il Corso is a short walk. The Cebu BRT runs from the Il Corso end of the SRP to IT Park. A free airport shuttle ran hourly in late 2025; check with the resort whether it still operates.
The NUSTAR Run uses the same waterfront, and the Sinulog grand parade is staged on the SRP grounds nearby.
