The upgrade workflow opened #3321 with the `GITHUB_TOKEN`, and GitHub starts no workflows for events that token creates, so the pull request got no GitHub Actions CI and cannot pass the required checks. 🐛 The checkout's `ssh-key: ${{ secrets.DEPLOY_KEY }}` was meant to work around that, but no `DEPLOY_KEY` secret or deploy key exists; #3271 got CI because pre-commit.ci pushed an autofix commit to it. The `GITHUB_TOKEN` may trigger `workflow_dispatch`, so the publish job now dispatches `check.yaml` and `codeql.yaml` on `auto/upgrade-embedded-deps` after its last push, with `actions: write` for that. CodeQL gains a `workflow_dispatch` trigger because the ruleset requires CodeQL results before merge. The checkout drops the unused `ssh-key` line and sets `persist-credentials: true`, since `create-pull-request` and the changelog rename step push with those credentials.
