馃敡 build(meta): add Changelog and Funding project URLs - #3334

PyPI shows no link to the changelog or to sponsorship, so add both to [project.urls]. The Changelog URL now feeds the SBOM release-notes reference, so drop the hardcoded duplicate in hatch_build.py. LICENSE read 2020-202x, a placeholder that hatch_build.py copied into the SBOM copyright field; state 2020-present instead.
