chore: add stale triage reminder for unreviewed issues - #6314

Mocha currently auto-labels newly opened issues as status: in triage, but there was no automated reminder for issues that never receive a meaningful maintainer update. That left long-running, untriaged issues vulnerable to falling through the cracks.

• Summary

  • Adds a scheduled stale-triage reminder workflow for open issues still labeled status: in triage.
  • Detects issues older than 7 days that have not received a maintainer-driven label update.
  • Posts a single reminder comment tagging @mochajs/maintenance-crew so the maintainer group can triage or reclassify the issue.

• Implementation

  • Extends the existing stale issue workflow with a triage-reminder job.
  • Filters to open issues with the status: in triage label.
  • Ignores bot-driven label churn and exits early when a human maintainer has already updated the issue.
  • Prevents repeat pings by checking for the reminder comment before commenting again.
