Because choco install hg Just Works(TM) for other projects somehow?!?!?!? Look! https://github.com/pdm-project/pdm-backend/blob/main/.github/workflows/ci.yml
(Breezy is the compatible Bazaar fork that works on Python 3. Hmm, maybe I should try to choco install it too?)
This reverts commit 0ccbcda. Nah, the brz package is broken in 24.04. + bzr --version brz: ERROR: Couldn't import breezy and dependencies. Please check the directory containing breezy is on your PYTHONPATH. Error: PyErr { type: <class 'ModuleNotFoundError'>, value: ModuleNotFoundError("No module named 'breezy'"), traceback: None }

Also switch from AppVeyor to GitHub Actions.
Also give up on properly supporting non-ASCII filenames with Bazaar on Windows. I don't know exactly what's going wrong, and I don't want to spend time fixing it when there are probably negative zero users for this use case.
