Summary

Ports eslint-plugin-svelte's no-at-debug-tags rule as a new nursery rule, noSvelteAtDebugTags.

Part of #10540.

Svelte's {@debug} tag is a debugging aid meant to be removed once no longer needed — it shouldn't ship in production code. This rule flags any {@debug ...} tag and provides a safe fix that removes it.

Implementation follows the same shape as the already-merged noSvelteAtHtmlTags rule (#11606): a single-node Ast<SvelteDebugBlock> query, with a code action modeled on noInlineStyles's node-removal fixer.

Test plan

  • Added invalid.svelte / valid.svelte spec fixtures under crates/biome_html_analyze/tests/specs/nursery/noSvelteAtDebugTags/ and their snapshots.
  • cargo test -p biome_html_analyze --test spec_tests passes (596/596).
  • cargo run -p rules_check passes (doc examples valid).
  • cargo clippy -p biome_html_analyze clean.
  • cargo fmt --all --check clean.
  • Regenerated all affected codegen output: diagnostics category, rule registry, rule options, domain selector, ESLint-migration mapping, TS bindings, JSON schema.
