As of now, it’s still very early, and Microsoft has not officially announced anything.

Besides these, there are also rumours that Microsoft is reportedly planning to introduce a new ad-supported tier for Xbox Cloud Gaming. This tier would allow players without a Game Pass subscription to play titles for free. To access games at no cost, players would need to watch short advertisements, including up to two minutes of preroll ads before a game starts.”
