bot_handler.react only works in private messages #790

Hello,

bot_handler.react(message, emoji_name) doesnt seem to work when reacting to a message written in a stream but only in a private message.

Seems to have changed with the 7.2 or 7.3 version.

Would appreciate any help, thanks
