Unclear project governance #2896

Hi hi, I think WebTorrent is really cool! However, I feel a little uneasy/unclear about the project's current governance.

My understanding (from reading various issues and Discord messages) is that none of the Github org's admins are actively involved in the project. This has lead to a number of issues:

• unable to add new maintainers to the Github org
• unable to publish key related packages, such as feross/simple-peer
• unable to update the project website, https://webtorrent.io.
  • The documentation on the website is incorrect and cannot be fixed.
• outdated funding / sponsorship links
• unclear business & trademark implications with "WebTorrent LLC"
• lack of authority/confidence to make large changes, such as adopting TypeScript (for example)

No animosity to @feross or other admins. Priorities do change. But imo something needs to be done for the project/community to grow. What do others think? 🤔
