V-App adding 2px border #23186

Hi all!

I've been investigating a small scrollbar on my Vuetify 3.13.4 app and I'm noticing there's a 2px miscalculation between VApp and the window.innerHeight. I have a completely empty VApp you can see the scrollbar on the right I'm referring to. window.innerHeight is 626px, but if I hover over the VApp div, it shows the calculated height as 628px.

I tracked it down to the border prop within the hidden v-layout. if I remove the border prop, the v-app height calculates properly as 626px and the scroll bar disables:

Why does Vuetify do this? Is this intentional behavior? Is the app miscalculating the app height by not accommodating the additional border, or might there be something within my app that's interfering with the calculation? I feel like I'm not understanding some intended behavior here.
