  1. docs: design note for replacing the local-auth short-circuit 

    Captures why is_logged_in()/get_user_info() special-casing local mode is a
problem (no anonymous state, single identity, local diverges from production at
the auth layer), the three sites it also occupies in webvpython/flaskHost, and a
direction: keep those two functions session-only and make local sign-in a real
local login route that populates the session — generalising the thing
flaskHost/src/auth.py:88 already does.

No code yet: implementing it needs a running local server to verify, which this
session did not have.
