vim syntax: comments after command is not recognized after v9.2.0957 #21160

Steps to reproduce

Pack 'chrisbra/NrrwRgn' # :NR :NW :NRV :WR

Pack is a command, and after v9.2.0957 it's highlighted as vimUsrCmd. The rest of the line is highlighted as vimUsrCmdArgs.

Probably 21e5e76 introduced this regression.

Expected behaviour
