Describe the bug

incident creation doesnt validate alert existence before saving

Regression Issue

• Select this option if this issue appears to be a regression.

Expected Behavior

an incident must not be created before validatiing the alerts list has alerts that already exists in the system

Current Behavior

incidents are being creted without validation

Reproduction Steps

• make an api call to create incidents with dake alerts ids
