Add @rolldown/pluginutils as optional dependency so it can be used for more complex filters and alter the types + implementation so these can be accepted.
Unplugin authors still have to manually install the dependency to avoid version coupling of unplugin and the pluginutils (e.g. major bump due to breaking change).
