Remove unexpected-documentation-site-generator and drop site deploy from the release flow
The dependency chain pulls in a github tarball (segmentio/substitute) that is no longer available, which breaks npm install on this branch. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
