Use version-agnostic 9.x wording in README
Stop pinning the README to a specific patch version (was 9.0.0). Point the PyPI badge at the project root and refer to the '9.x release' so the docs don't go stale on each release. 🚀 Generated with [Dojo](https://heydojo.ai) ⛩️
