TEP-0056: Pipelines in Pipelines. Timeout propagation to child PipelineRuns. #10178

Feature request

Propagate timeouts from the parent PipelineRun to child PipelineRuns. Currently, per-PipelineTask timeout is not applied to the child PipelineRun. The child runs with its own default timeouts.

This includes:

• Map PipelineTask.timeout to timeouts.pipeline on the child PipelineRun
• Update docs/pipelines-in-pipelines.md known limitations section and documentation

Use case

A parent Pipeline needs to enforce a time limit on a child Pipeline that runs integration tests:
