Skip functional test: test_server_up
seems like test_server_up is causing intermittent issues in our CI, skipping for now, so we can proceed with merging code. Change-Id: Id41a78e703d7b416dfdc9a7bc95b19a8999192e3 Related-Bug: 1483422
