  1. Use image IDs instead of names in refresh_rhcos.sh swap

The image swap logic uses the image name directly in the rename
command, which is fragile: if another concurrent job uploaded a new
image with the same name, this renames the wrong image. Additionally,
deleting by name when multiple images share the same name can have
    unpredictable results.

Switch to ID-based operations throughout, matching the approach
already used by the openstack-conf-rhcosimage CI step:
    - Delete old images by iterating over IDs from `image list`
    - Resolve the current image name to its ID before renaming
    - Rename and promote using the resolved IDs
