  1. Deprecate classes superseded by SciJava3

Marks the 35 classes whose functionality now lives in the scijava/scijava
repository: the primitive arrays (scijava-collections), the general
utilities (scijava-common3), the metadata readers (scijava-meta),
Priority and Prioritized (scijava-priority), the small root interfaces
    (scijava-spi), and ItemIO (scijava-struct).

The pointers use {@code}, not {@link}. The replacements cannot be on this
project's classpath: they target Java 11 while this project targets Java
8, so javadoc would fail reading their class files. A {@link} to an
absent class is a doclint reference error, and doclint is only disabled
under the build-javadoc profile, which is not active for releases.
Verified: javadoc with -Ddoclint=all,-missing reports exactly the same 8
pre-existing messages before and after this change.

Where a replacement differs subtly -- renamed methods, dropped methods,
or changed behavior -- the tag says so and links to the migration table
    at https://github.com/scijava/scijava/blob/main/docs/migration.md rather
    than reproducing it here.

    No functional change.

  1. Deprecate the subsystems superseded by SciJava3

A second wave, covering what has been ported since the first: the
annotation index (scijava-index), locations, data handles, byte banks and
Bytes (scijava-io3), the event system (scijava-events), and the task
    package (scijava-progress).

Pointers use {@code} rather than {@link} for the same reason as before:
the replacements target Java 11 and cannot be on this project's
classpath, and a dead {@link} is a doclint reference error, which matters
because doclint is only disabled under the build-javadoc profile.
Verified: javadoc with -Ddoclint=all,-missing reports the same 8
pre-existing messages as before this change.

Where a class is not merely renamed, the tag says what changed --
    LocationService and DataHandleService becoming ServiceLoader-backed
facades that need no context, DataHandle no longer being a wrapper
plugin, task.Task no longer carrying cancellation, EventBus taking
lambdas instead of scanning annotated methods, and events needing no base
type. Where there is no replacement at all -- EventHistory, NIOService,
EclipseHelper, AnnotationCombiner, SciJavaEvent -- the tag says that
plainly and says what to do instead.

IndexReader and ByteCodeAnalyzer are deliberately untouched: both are
package-private, so there is nothing for downstream code to migrate.

    No functional change.

  2. Deprecate the widget layer, superseded by scijava-ui3

The replacements: `org.scijava.ui3` for the contracts, `org.scijava.swing`
for the Swing widgets. Where a class has no counterpart, the pointer says
so and why -- `WidgetModel` is gone because a widget reads its parameter
node directly, and the button, color, date, file-list and message widgets
    are simply not ported yet.

Javadoc pointers only: no annotations, no code changes, and nothing here
    compiles against Java 11.
