build python 3.15 wheels #253

I see numpy 3.15 wheels at https://pypi.org/project/numpy/#files, and cibuildwheel has 3.15 in its matrix: https://cibuildwheel.pypa.io/en/stable/

I'll test on my system, and if all is working push changes to a test branch.

    good news: python 3.15 builds are fine: https://github.com/roryyorke/Slycot/actions/runs/37125506500 . Given the conda-forge success of Slycot builds with Python 3.15, this is not a surprise.

    bad news: ruff check suddenly produces about 25 diagnostic messages, I presume due to updates in ruff.

    One of these messages, about not using strings in __all__, is a bug (try from slycot import * in Python 3.14: gives an error). The rest are due to minor errors, old-fashioned Python code, and some stylistic quibbles.

    I'm wary of wholesale fixing these without improving test coverage. I'll instead:

    • fix the __all__ bug
    • add suppression comments for the other problems (# ruff: disable[warning code])
    • and add a new issue to fix these

    I'll make a PR for the above, and once that is merged, open a PR for this issue to add 3.15 to the wheels.
