Weighting: Use IEC module #77

Would it be okay if acoustics.bands and acoustics.weighting would use acoustics.standards.iec_61672_1_2013?

This results in the frequency range being slightly extended which in effect means some of the functions in acoustics.bands and acoustics.weighting would have to be adapted.

    Sure, although I think it is better to refactor acoustics.bands in a way to handle frequencies as in classes from other modules.

    Given all the recent massive changes I'm a bit confused about how to implement that without breaking existing and new features.

    Yes, I understand. It's changing a lot now. I'm making these changes partly due to how I think it should evolve, and partly because there are things I need right now.

    The reason that I am asking is that I have some ideas on how to change it, but I don't know what code you use and what not.

    I don't have problem if you break something I code. I have local copies, git and several virtual environments to work with old code so don't worry.
