pkgdev commit: special commit messages for GLEP 81 users/groups #14
Description
For new packages (directories) in:
- acct-user: "acct-user/foo: add user UID"
- acct-group: "acct-group/foo: add group GID"
Unfortunately, we can't easily determine who these new packages are for, but "... for app-misc/foo" would be nice.

I don't think we can ever guarantee having a revdep package to add to the summary template since generally it seems acct-* pkgs would be added first then the other pkgs added or modified to use them.
