Installing phpmyadmin on ubuntu server gives error 28000 with root user even if its properly configured the root user. #19580

Describe the bug

Installing phpmyadmin, after setting up the database and the user (phpmyadmin@localhost) it asks for the "Please provide the name of the account with which this package should perform administrative actions. This user is the one with the power to create │
│ new database users" doesn´t ask for password even if the user has already a password, giving you the following error:

ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: NO)

To Reproduce

Steps to reproduce the behavior:

  1. Run sudo apt install phpmyadmin
  2. Follow the steps normally until it ask for the default root account.
  3. Say OK.
  4. It will not ask for password, it will go directly to the choice menu where you can choose apache2 or the other webserver.

Expected behavior

Ask for password and everything gucci.
