chore: remove .github/release.yml
This file configured the categories that GitHub's
"Generate release notes" button produces. That button is unused
under the new flow: semantic-release generates the changelog and
the finalize job passes it to `gh release create --notes-file`.
Recoverable from git history if we ever go back to the manual
