Mouse exploration reports nothing over Windows Terminal #20448

Brief summary

Mouse exploration doesn't work on the newer Windows Terminal.

Steps to reproduce

1. Enable mouse tracking.
2. Open Windows Terminal with some text on screen.
3. Move the mouse over the terminal content.

Actual behavior

The line hovered over is not reported, NVDA just says 'DesktopWindowXamlSource' when the mouse enters the window.

Expected behavior

NVDA should report the line that is currently under the pointer, as it used to do for the old Console host.

I don't think it ever worked before.
