After locking and unlocking Windows, NVDA modifier key doesn't work #1856

To reproduce:
Logg-off pressing windows+L
Logg-in again.
You should see NVDA keys doesn't work.
To make it work, iether go to the desktop pressing windows+M or restart NVDA.
