Backspace in cygwin console breaks while NVDA is loaded #1612

str:

1. While NVDA is running, launch cygwin, and run cat -v
2. Type test and press backspace. press enter.
   I get "test^H"
3. Unload NVDA and type test and backspace. In my case, I get "tes" as I expect.
