Refactor: make helper function for selecting/sorting target-specific template

I think this eventually needs be a helper function, suspect it's going to become a common pattern.

If you would like to contribute, I'd suggest other issues that are not assigned to a Github project. For easy ones, look for issues with the following labels good first issue, good second issue, easy
