icloudpd: build with python313
Upstream declares requires-python = ">=3.10,<3.14". Python 3.14 zero-pads %Y for years < 1000 (python/cpython#120713), which breaks icloudpd's date-based folder structure and its test suite. python3 now defaults to 3.14 in unstable, so the package fails to build.
