Thanks for the report and the recording.

In the mock bot's "Breakfast" card, "Breakfast" is a regular TextBlock (size: Large) without a style. Adaptive Cards does not turn large or bold text into a heading by itself; a TextBlock becomes a heading only when the card sets "style": "heading" (Adaptive Cards 1.5). Web Chat then renders it as a level-2 heading, because level 1 is reserved for the host page (#4747). We rendered the card with "style": "heading" on that TextBlock in the latest build, in the default and Fluent themes, and Edge exposes heading "Breakfast", level 2 (WCAG 1.3.1).

To get a heading, the bot's card (MockBot's Cards/1.0/Breakfast.ts) should set "style": "heading" on that TextBlock, ideally with the card version raised to 1.5.

We propose to close this issue as content (bot card).
