Toggle Highlight Recent Blocks shortcut conflicts with the restart shortcut #1366

What Happened?

The Ctrl + C, then Ctrl + R shortcut is assigned to Toggle Highlight Recent Blocks.

However, Ctrl + R is also the shortcut for restarting the application. As a result, pressing Ctrl + C followed by Ctrl + R restarts the application instead of executing the assigned command.

Reproduce the Bug

1. Press Ctrl + C.
2. Press Ctrl + R.
3. The application restarts.

Expected Behavior

The Toggle Highlight Recent Blocks shortcut should execute the assigned command without triggering the application restart.

I'm not entirely sure what Toggle Highlight Recent Blocks is supposed to do, so I would also appreciate some clarification about the purpose of this command.
