Re-enable spanner emulator tests in cmake-oldest-deps build #15947

For reasons not yet understood, going from ubuntu-20.04 to ubuntu-22.04 causes tests with the spanner emulator to lose connection, timeout, etc. Once we're able to update the version of the spanner emulator used, work on turning these tests back on.
