Script editor diagnostic tooltip text can be selected but not copied. #124053

Issue description
The diagnostic text displayed in the script editor hover tooltip can currently be selected with the mouse.
This appears to be unintended behavior. As discussed in [#123310](#123310 (review)), the diagnostic text in the tooltip should not be selectable. Since the tooltips does not work with shortcuts like Ctrl+C that closes the tooltip and there currently isn't a menu, selecting the text is not expected to be part of the interface.
Expected behavior
The diagnostic text should not be selectable. The tooltip should only provide the diagnostic information.

Steps to reproduce
Open a GDScript file containing a warning or error.
Hover over the warning or error to display the diagnostic tooltip.
Click and drag across the diagnostic text.
The text can be selected.
