[ci-coach] Fix failing unit tests: embed missing work queue deps, sort actions-lock containers #67212
TestSessionParserSourcesIncludeLocalDependencies: actions/setup/session_parsers.go did not embed js/work_queue_issue_contract.cjs and js/work_queue_checked_transport.cjs, which other embedded files require.
TestActionsLockJSONFieldsAreSorted: the containers keys in .github/aw/actions-lock.json were not sorted lexicographically (e.g. 0.28.5 before 0.28.50).
Changes
Added the two missing files to the go:embed list.
Re-sorted the containers keys in actions-lock.json (reorder only, no content change).
Validation Results
go test ./actions/setup passes. The TestActionsLock* and TestSessionParser* tests pass. make fmt was run. I did not run the full make test-unit.
