[AW Top 10] 10 Fix console formatter stdout and stderr misuse #67143

Description

@github-actions

Priority 10/10 | 1 source issues | Impact 3/5 | Confidence 3/5 | Effort 3/5

One assignment, one coherent fix

Several console formatting findings show stdout-aware formatters written to stderr, non-TTY tables ignoring width, and duplicated semantic prefixes.

Implementation scope

Audit the Format message callers in pkg/cli, route output to the matching stream, add a width budget for non-TTY tables, and add a lint rule guarding against non-stderr formatters writing to os.Stderr.

Done when

  • Formatter output streams match the formatter variant in a regression test.
  • Non-TTY table rendering respects a width budget.
  • A lint rule rejects mismatched formatter and stream usage.

Why now

Four related deep-report findings share one console rendering root cause and a single implementable change set.
