[AW Top 10] 02 Add codemods for audited compile gaps #66486

Description

@github-actions

Priority 2/10 | 3 source issues | Impact 4/5 | Confidence 4/5 | Effort 2/5

One assignment, one coherent fix

The daily compatibility audit finds external repositories that fail strict compilation because of tools.web-fetch with the Copilot engine, a reserved aw_context input, and codex bash allow-listing. The fix command reports no fixes for these cases.

Implementation scope

Add gh aw fix codemods that remove or rewrite incompatible tools.web-fetch settings for Copilot, drop the reserved on.workflow_dispatch.inputs.aw_context input, and register them with the existing codemod set. Verify against the current compiler error messages before coding.

Done when

  • A failing fixture for each pattern compiles in strict mode after the fix command runs.
  • Each codemod is idempotent and leaves already-compatible input unchanged.

Why now

Four of twenty audited repositories fail on web-fetch alone, which blocks upgrades for external users. The remediation is already spelled out by the compiler, so the change is local and testable.

No corroborating AW discussion; evidence comes from the source issues.

Unchanged AW sources close only after this summary is completed. Newer source activity and not-planned retirement do not trigger source closure. Assigned summaries are frozen; unassign to allow reclustering.
