[AW Top 10] 07 Replace compile-path panics with returned errors #65485

Description

@github-actions

Priority 7/10 | 4 source issues | Impact 3/5 | Confidence 4/5 | Effort 2/5

One assignment, one coherent fix

Compile-path code panics on invariant failures in domains, cache-memory and related validation instead of returning errors.

Implementation scope

Convert the cited panics to returned errors, add a per-workflow recover boundary in the compile loop, and tighten the related validation paths.

Done when

  • An invalid cache-memory ID returns an error instead of panicking.
  • A panic inside one workflow compile is recovered and reported without aborting other workflows.

Why now

Four related DeepReport findings target compile-path code, and a single panic can abort compilation of every workflow.

No corroborating AW discussion; evidence comes from the source issues.

Unchanged AW sources close only after this summary is completed. Newer source activity and not-planned retirement do not trigger source closure. Assigned summaries are frozen; unassign to allow reclustering.
