Many resilience issues track CodeQL allocation-size-overflow alerts that repeat in a few recurring code patterns.

Implementation scope

Add a shared safe-capacity helper, fix or dismiss each alert with a written justification, and close the tracking issues once the alerts are resolved.

Done when

  • No open go/allocation-size-overflow alerts remain without a documented dismissal.
  • The shared helper has unit tests covering overflow boundaries.

Why now

Over twenty issues repeat a few patterns, so a shared helper resolves most of them with one change.
