Standardize work-queue naming across runtime, specs, and ADRs (#65208)
* Standardize work-queue naming across runtime and specs Use aw_context.work_queue for inbound assignments and rename MCP tools, artifacts, compiler and report types, workflow wiring, TLA+ sources, and ADR references. Define the existing versioned workflow transaction and assignment contracts in TypeSpec and regenerate their schemas. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * Preserve queue state and context across the work-queue rename Validate and retain nested work_queue assignments, normalize legacy worker contexts, keep checked writes on existing queue storage, and preserve historical logs/audit evidence. Add regression coverage for in-flight workers, storage conflicts, malformed assignments, and legacy artifacts; finish the backfill flag rename.
