Consider splitting "Web.gitattributes" into "Jekyll.gitattributes" and "Node.gitattributes" similar to github/gitignore #187

It seems like, if anything, web.gitattributes should be node.gitattributes. 🤷‍♂️ since all that tooling is Node.js-related even if it's final destination is a web browser.
