With Paket 2.0.3, paket update is creating too many packages.config files. My paket.dependencies has:
nuget xunit.runner.visualstudio version_in_path: true
The packages.config files looks like:
<?xml version="1.0" encoding="utf-8"?>
<packages>
<package id="xunit.runner.visualstudio" version="2.0.1" />
</packages>
The bug is that the files are being created in folders where paket.references doesn't contain the reference to xunit.runner.visualstudio.
