Classic addon blueprint is missing package.json #10944

The addon blueprint: https://github.com/ember-cli/ember-cli/tree/master/packages/addon-blueprint/files does not have a package.json
Where the app blueprint: https://github.com/ember-cli/ember-cli/blob/master/packages/app-blueprint/files/package.json does.

This causes ember-cli-update to not show needed changes package.json
