Fixed:

• Support scikit-package Level 5 standard (https://scikit-package.github.io/scikit-package/).
• load_image() function correctly finds files when passed a relative path.

Removed:

• Remove local clone of srxconfutils and replace with package from pypi
• Removed glob of user home in load-image
