Remove 'await' fix should have higher priority than Add 'async' #64302

I'm doing a refactor where I'm changing some methods from async to non-Future returning versions.

I have await_only_futures enabled on my base. Consider a small case like:

void main() {
  await DateTime.now();
}

Using the first fix would resolve only the first issue, not the second.
