EWG discussed this during the May 11th, 2023 telecon, and the following poll was taken:
For CWG718, EWG would like to see a paper exploring extending 'friend' to non-class non-function declarations.

After discussion with the CWG chair, it was determined that this is sufficiently evolutionary that it would require a paper for a change, however the room was not sufficiently motivated by the issue, so any such paper will require extensive motivation.
This is an extension suggestion for "friend".
