  1. feat(coderd/x/chatd): cap tool waits at 4 minutes 

    Clamp the execute foreground timeout, the process_output wait_timeout,
and the wait_agent timeout_seconds to a shared chattool.MaxWaitTimeout
of 4 minutes; wait_agent's default is now the cap. Values above the
cap are reduced and the result carries a note when the wait expires;
0 and negative values keep their existing behaviour. Tool and parameter
descriptions state the maximum.
