Problem
cf deploy --dry-run (also with --prebuilt) builds and prints the bindings of the version it would upload, but gives no diff against the currently deployed Worker. There is no way to see changed bindings, custom domains, crons or secret names before a deploy runs. We gate CI on a custom guard over the Build Output instead.
Expected
--dry-run (or a separate cf deploy --diff) reports what would change against the live Worker: bindings, vars, secret names, triggers and custom domains. @cloudflare/deploy-helpers already exports getRemoteConfigDiff / diffJsonObjects.
