  1. build(deps): bump tough-cookie and @loopback/cli 

    Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@loopback/cli](https://github.com/loopbackio/loopback-next/tree/HEAD/packages/cli). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `@loopback/cli` from 2.22.1 to 5.1.0
